WELFARE COMPLIANCE Laws protecting workers are simple, but there is often a misunderstanding about who handles welfare. THE CONTRACTOR A CDM coordinator must inform the client of their duties. The CDM coordinator will go from planning to the implementation of the welfare facilities on their site. Smaller businesses and the self-employed should educate themselves on what, how much, and where the units can sit on their site. PLANNING The locations of welfare units and accommodation should be in a safe area away from the danger of the site. Works scheduled to take more than 500-person work days should not start until these facilities are in place. Projects lasting longer than 30 days and involving a team of 20 workers or more should plan the worksite with a welfare unit in mind. There need to be on-site communal welfare facilities, such as: Toilets: A site should offer a lockable toilet in unisex work environments with sanitary waste disposal bins. The unit should house a flush toilet with good ventilation and mains drainage if possible. The tap should have hot and cold running water for washing with a large basin. Contractors must set out a cleaning schedule throughout the project. Contractors should ensure that toilet paper, hand washing products, and hand dryers are available. Changing Rooms: Workers need to be able to change in and out of their safety equipment in privacy. Workers should also have access to lockers where they can store their personal belongings during their shifts. Canteen: Workers need a safe and clean area where they can rest, prepare food, and eat. Workers need to eat and drink, and a large bottle of water for all to share is insufficient. A canteen will also have hot and cold running water. Clean cups should be available for workers to drink from. Showers: Those working with toxic materials will need access to showers to decontaminate. This includes the washing products and a private space to change. Sleeping Accommodation: Where the worksite is far from the worker’s base of operations, it may be necessary to set up sleeping quarters.
